Fillmore does not have a dedicated STR permit ordinance. Operators must obtain a Business License from the City. Zoning eligibility should be confirmed with Community Development at (805) 946-1846.
Fillmore STR operators participate in the Ventura County Transient Occupancy Tax system. Prior to accepting any guests, operators must register with the Finance Department and obtain a TOT account. TOT is collected from guests on stays of 30 days or fewer and remitted monthly. TOT returns must be filed every month regardless of whether the property was rented. Some booking platforms may collect and remit TOT on behalf of hosts, but operators remain ultimately responsible for compliance. Failure to register or remit TOT can affect the status of the STR operating permit issued under Sec 6.04.2115.
Late or missing TOT: 10β25% monthly penalty plus interest. Failure to register: $250 fine plus back taxes. Repeated non-compliance: STR permit suspension or revocation.
