Registration is a city function. Lorain Cod. Ord. 1537.06 states no rental dwelling unit may be occupied without a license obtained through the Building, Housing and Planning Department, listing owner and designated-agent contact details; licenses run one year and are non-transferable. Elyria runs a separate rental registry under Cod. Ord. Chapter 1398: owners register every two years by January 1 at the Building Department. Both cover short-term rentals. Townships and unincorporated county land follow ORC Chapters 303 and 519 rather than a countywide STR register.
Operating without a required license or registration exposes the owner to city misdemeanor penalties and license revocation for false statements or code violations.
