Under Sec. 16-82, registration is a separate step from the business license: the rental property must be registered via the Richland County eTRAKiT portal (etrakit.rcgov.us) with the owner's contact information and property details on file. The county uses registration to identify a responsible local representative who can be reached at all times and who is authorized to accept service of process for the owner. Registration ties the property to the county's compliance and tax-collection program. Municipal STRs inside Columbia, Forest Acres or Blythewood register with the city instead.
An unregistered short-term rental is out of compliance with Sec. 16-82 and subject to county enforcement, including inspection and revenue-collection action.
