Staatsburg, NY Short-Term Rentals: Registration Rules (2026)

Two layers of registration apply to Dutchess STR operators. First, Dutchess County imposes a 4% hotel/motel occupancy tax on stays under 30 days under County Law and NYS Tax Law Article 29. Operators file with the Dutchess County Commissioner of Finance at 22 Market Street, Poughkeepsie - either direct registration or via platform-collection agreement. Second, individual towns and villages have adopted local STR ordinances requiring permits: Village of Rhinebeck, Village of Red Hook, Town of Rhinebeck, Town of Stanford, Town of Washington (Millbrook), Town of Hyde Park (pending), and City of Beacon (moratorium periods) each have distinct requirements. Typical town permit calls for annual application, proof of insurance, life-safety inspection (smoke/CO alarms, egress), parking plan, local emergency contact, and posting of house rules. New York's December 2024 STR law (Chapter 636) requires Airbnb, VRBO, and other platforms to collect/remit 4% NYS sales tax plus local taxes starting March 25, 2025, and to report quarterly. Counties may create optional county-wide registries - Dutchess has not adopted one as of early 2026.
