Garage-sale signs are temporary yard signs under UDO Sec. 6.17.8: on a residential lot, one per frontage, maximum 6 sq ft, 3 feet tall, displayed up to 30 days, no permit required. Signs must stay on private property, at least 10 feet from road pavement, out of the right-of-way and medians, and off trees and utility poles.
Fishers does not have a sign category specifically for garage sales; such signs are temporary 'Yard Signs on Residential Lots' under UDO Sec. 6.17.8.C. A Yard Sign is a freestanding sign of lightweight or non-durable material for short-term display, limited on residential lots to one per frontage, a maximum of 6 sq ft each, 3 feet high, displayed for up to 30 days, with no permit required. The general temporary-sign standards in Sec. 6.17.8.A also apply: signs must be located wholly on private property, outside the public right-of-way, at least 10 feet from the edge of road pavement, not within medians, only in yards with road frontage, non-illuminated, and must not interfere with pedestrian traffic or ADA-accessible features. The UDO further notes that placing a sign on private property you do not own is not authorized by the sign code. The prohibited-signs section (Sec. 6.17.5) bars signs in the City right-of-way (other than approved traffic/designation signs) and prohibits affixing signs to any fence, tree, or utility structure. Separately, garage and yard sales as an activity are a temporary use permitted under the UDO for up to 8 days per calendar year per lot without a Temporary Use Permit (Sec. 5.8.2.H.1). Off-premise directional garage-sale signs placed at intersections or on the tree lawn fall under the right-of-way prohibition and may be removed by the City.
Garage-sale signs placed in the right-of-way, in medians, on trees/utility poles, within 10 feet of pavement, illuminated, or exceeding 6 sq ft / 3 feet / 30 days are violations. Right-of-way signs may be removed by the Director immediately and without notice under Sec. 6.17.5.G, and the City is not liable for their removal.
