Fishers regulates signs by type, not message - the UDO is expressly viewpoint-neutral (Sec. 6.17.2.D). A political sign is a temporary residential yard sign: up to 6 sq ft and 3 feet tall, one per frontage, displayed up to 30 days, no permit, placed on private property outside the right-of-way and at least 10 feet from pavement.
Fishers' sign code (UDO Article 6.17) does not have a separate 'political sign' category and cannot regulate based on viewpoint or message content - Sec. 6.17.2.D states no sign shall be limited based on the viewpoint of its message and that noncommercial speech is not disfavored. Political/campaign signs are therefore treated as temporary signs under Sec. 6.17.8. Two relevant residential types apply: a 'Yard Sign on Residential Lots' (lightweight/non-durable material) is limited to one per frontage, a maximum 6 sq ft each, 3 feet high, displayed up to 30 days, with no permit required; and a 'Post Sign on Residential Lots' (rigid material) on lots under 3 acres is limited to one per frontage, 6 sq ft each, 5 feet high, with no permit (on lots of 3 acres or more, up to 32 sq ft and 6 feet, with a permit if over 6 sq ft and a 6-month limit). General temporary-sign rules apply (Sec. 6.17.8.A): signs must be wholly on private property, outside the public right-of-way, at least 10 feet from the edge of road pavement, not in medians, non-illuminated, and only in yards with road frontage. Note that prohibited-sign rules (Sec. 6.17.5) bar attaching signs to fences, trees, or utility structures and placing signs in the City right-of-way. Because of the viewpoint-neutrality clause, the size, height, and duration limits apply to election signage the same way they apply to any other temporary yard sign.
Signs placed in the right-of-way, within 10 feet of pavement, in medians, attached to fences/trees/utility poles, illuminated, or exceeding the size/height/duration limits may be removed by the City; the Director may remove right-of-way signs immediately and without notice (Sec. 6.17.5.G), and the City is not liable for their removal.
