Garage sale signs in NRH are permitted only on the sale property or on other private property with owner permission. Signs in the public right of way (utility poles, medians, street signs) are prohibited and removed by city staff without notice.
The NRH Sign Ordinance (part of the Zoning Ordinance) treats garage sale signs as temporary signs with strict placement rules. Permitted: small signs (up to 4 to 6 square feet) posted on the host property and advertising the sale; signs on private property elsewhere with the written or verbal permission of the owner; signs displayed only during the sale weekend (no earlier than the day before and removed within 24 hours after the sale concludes). Prohibited: signs in the public right of way including utility poles, street light posts, traffic signs, stop signs, medians, planting strips between sidewalk and curb, and city property such as parks and buildings. Signs attached to trees or posts by nails, staples, or fasteners that damage property are prohibited. Signs with flashing lights, balloons, or streamers may trigger additional temporary sign permit requirements. City staff proactively remove illegal signs and dispose of them without notice; persistent offenders may receive citations. To advertise effectively, use online channels (Nextdoor, Facebook Marketplace, OfferUp), HOA newsletters, and legal sign placements with neighboring permission at well-traveled intersections. Signs must also meet content restrictions neutral to viewpoint to comply with First Amendment constraints established in Reed v. Town of Gilbert.
Signs in the right of way are removed without notice. Repeat offenders may face citations up to 200 dollars per violation under the NRH Sign Ordinance.
