Garage-sale signs in unincorporated Minnehaha County are governed by the temporary-sign provisions of the County Zoning Ordinance and by SDCL 31-32-10 (which makes it a Class 2 misdemeanor to place any object on a public highway except as authorized). The County Highway Department routinely removes signs nailed to utility poles or staked in the right-of-way; the SD DOT does the same on state and federal highways. Best practice: place the sign entirely on private property at the sale location (and at intersections only with the owner's permission), use a stake at least 10 feet behind the road shoulder, post no earlier than 24-48 hours before the sale, and remove the sign within 24 hours after the sale ends. Inside Sioux Falls, Brandon, Hartford, Dell Rapids, and other incorporated cities, municipal sign codes (often stricter, with attached/detached limits) apply instead of these county rules. Sioux Falls Code Title 153 expressly limits garage-sale signs to the property where the sale is held and to no more than 72 hours before through 24 hours after the sale.
Signs in county road right-of-way are subject to immediate removal without notice. SDCL 31-32-10 violation is a Class 2 misdemeanor (up to 30 days and/or $500). Zoning violations under SDCL 11-2-35 are punishable as Class 2 misdemeanors per occurrence after notice. Persistent violators may also be billed for actual sign-removal costs by the County Highway Department.
