Political signs are a township matter in Monroe County, and after Reed v. Gilbert a sign code must stay content-neutral. On your own lawn a temporary political sign is generally fine; PennDOT clears signs from the state-road right-of-way, and Pocono POAs restrict them hard.
Pennsylvania municipalities regulate signs through zoning under the Municipalities Planning Code, not the county. A Monroe County township or either Stroudsburg borough may set neutral limits on a yard sign's size, number, and setback, but Reed v. A sign staked in the PennDOT right-of-way is removed without compensation. A township rule that singles out political messages by content is unenforceable under Reed. Breaching a POA sign ban draws association fines.
