Utah state law strongly protects political signs. Utah Code §10-9a-511 (municipal) and §17-27a-510 (county) expressly prohibit cities and counties from treating political signs more restrictively than other temporary signs. Under the US Supreme Court decision in Reed v. Town of Gilbert (2015), any content-based distinction is subject to strict scrutiny and almost always fails. Utah County Land Use Ordinance Chapter 10 and Provo City Code §14.38 allow political signs on private property up to 32 square feet in residential zones and 64 square feet in commercial zones. No permit is required for temporary political signs. Signs in public rights-of-way, on utility poles, traffic control devices, or public property are prohibited and may be removed by public works without notice. Signs must not obstruct the clear-view triangle at intersections. Most jurisdictions require removal within 7 days after an election, though this rule is rarely enforced against specific candidates to avoid viewpoint discrimination claims.
