While New York, Maryland, and California cities have phased out EPS foam, Toledo lacks legal authority to do so. Toledo restaurants and the TLCHD-licensed food-service sector freely use polystyrene clamshells, hot cups, and meat trays. Lake Erie pollution concerns and Maumee River debris studies have prompted advocacy, but legal change must come through Columbus.
