Oregon HB 2883 (2019, ORS 459A.690) restricts full-service restaurants from providing single-use plastic straws unless the customer requests one. Drive-through and convenience retail operate under a similar opt-in rule. Portland passed an earlier 2018 straws-on-request ordinance.
Under ORS 459A.690, full-service restaurants in Oregon may only provide a plastic straw when the customer specifically asks for one. Convenience stores and drive-throughs may continue offering plastic straws but must not pre-place them. Restaurants may stock paper, PLA, or pasta-based straws as default offerings. Persons with disabilities are exempt from any limitations and must be accommodated. The Oregon Health Authority and DEQ share enforcement; the first violation is a warning, with civil penalties up to twenty-five dollars per day capped at three hundred dollars annually. Portland's 2018 ordinance largely paralleled the state rule.
Pre-placing plastic straws, refusing reasonable accommodation for a disability, or stocking only plastic straws at full-service tables can result in warning letters and civil penalties up to three hundred dollars per year.
