California SB-43 (2022) directs the CPUC to redesign community solar so renters and low-income San Diegans can subscribe to off-site solar through SDG&E programs like DAC-GT and the new Community Renewable Energy Program rolling out 2025-2026.
Senate Bill 43 (Becker, 2022) ordered the California Public Utilities Commission to fix the state's failed community solar market by creating a new Community Renewable Energy Program with bill-credit equivalence. In SDG&E territory the existing Disadvantaged Communities Green Tariff (DAC-GT) and Community Solar Green Tariff already let qualifying low-income households subscribe to local solar at a 20 percent discount. The new SB-43 program adds broad subscription access for renters and condo owners who cannot install rooftop PV. San Diego does not run a municipal community solar program, but city-supported San Diego Community Power CCA participates in CPUC proceedings shaping rollout.
There are no consumer violations for joining community solar, but unlicensed third-party subscription marketing without CPUC ESP registration can trigger CPUC enforcement and California Department of Justice action under the Unfair Competition Law.
