Built-in outdoor kitchens in San Diego require multiple permits through the Development Services Department: a building permit for the structure, a gas-line permit for natural gas or stationary propane, an electrical permit, and a plumbing permit if connected to water/sewer. Structures must comply with SDMC Β§ 113.0103 setbacks. Coastal Overlay properties require a Coastal Development Permit. Title 24 energy and CalGreen apply to new construction.
Outdoor kitchens in San Diego are reviewed by DSD through the OpenDSD portal. A building permit is required for the masonry counter, structure, and any roof or pergola. Separate trade permits cover natural gas piping (regulated by SDG&E and CPC Ch. 12), electrical wiring under SDMC Ch. 14 Art. 1 Div. 4, and plumbing for sinks/icemakers under SDMC Ch. 14 Art. 1 Div. 5. Stationary propane tanks larger than 5 gallons require additional Fire-Rescue review under CFC Ch. 61 (LP-Gas). Outdoor kitchens must comply with SDMC Β§ 113.0103 setback rules (typically 4 ft side/rear in most residential zones under state ADU-influenced setbacks), and cannot encroach into front-yard setback. Covered outdoor kitchens count toward lot coverage. Properties in the Coastal Overlay (most of La Jolla, Pacific Beach, Mission Beach, Ocean Beach) require a Coastal Development Permit under SDMC Β§ 126.0701, which can take 4β12 weeks beyond standard plan check. Historic districts (Old Town, Sherman Heights) require Historical Resources Board review. CalGreen Title 24 energy efficiency standards apply to new construction, including outdoor refrigeration.
Building an outdoor kitchen without required permits is a misdemeanor under SDMC Β§ 12.0202 with fines up to $1,000 and/or 6 months in jail. Gas-line work without a permit is particularly serious and can result in Fire-Rescue ordering shutdown. Daily fines accrue until correction.
