Philadelphia adopted the SolSmart and Solar Automated Permit Processing model under Mayor's Executive Order 1-21 and runs EZ Solar through Licenses and Inspections eClipse at eclipse.phila.gov. Standard one- or two-family rooftop installations using listed equipment, fewer than fifteen kilowatts AC, mounted parallel to the roof, and not requiring structural reinforcement qualify for instant or same-day permit issuance. Applicants pay a flat building plus electrical fee under L and I Fee Schedule section A-901, eligible for the Pennsylvania Solar Initiative grant. Battery storage and ground-mounts still require full plan review under Philadelphia Building Construction and Occupancy Code. PECO interconnection follows the Pennsylvania Public Utility Commission Net Metering rules at 52 Pa. Code 75.13.
