HOA-imposed penalties for unauthorized panels: per the CC&Rs, commonly 100-500 dollars per occurrence plus removal orders. Homeowners can challenge denials in Supreme Court if arbitrary or inconsistently applied; plaintiffs must usually pay their own attorney fees unless the CC&Rs provide otherwise.
