No Honolulu county ordinance separately addresses this, as it is a state preemption matter. Older plantation-era homes outside HOAs are not affected by association rules at all.
Illegal HOA restrictions are void and unenforceable; owners can pursue declaratory relief under HRS Sec. 196-7 to invalidate the offending rule.
