Philadelphia County enforces No Solicitation postings under Phila. Code 9-205(4), requiring licensed canvassers to immediately leave any property displaying a No Soliciting or No Trespassing sign. Do Not Call registries apply for phone solicitations.
Phila. Code 9-205(4) makes it a violation for any licensed solicitor to remain on or enter property bearing a conspicuously posted No Solicitation, No Trespassing, or similar sign. The sign need not specify statutory language; any clearly visible notice suffices. PA Title 18 Pa.C.S. 3503 (defiant trespass) also applies once notice is given, either by sign or verbal request. Licensed solicitors who violate posted notices face license revocation under 9-205(5). Political and religious canvassers receive First Amendment protection but must also respect posted notices under Watchtower doctrine. For phone solicitations, the PA Do Not Call Act (73 P.S. 2250.1) and federal TCPA (47 U.S.C. 227) apply; registration at donotcall.gov or PA AG office blocks telemarketers.
Entry despite No Solicitation: $150 first, $300 repeat under 9-205(4). Defiant trespass: summary offense up to $300 under 18 Pa.C.S. 3503. License revocation for repeat offenders.
