Philadelphia County requires commercial solicitors and peddlers to obtain a Sidewalk Vendor License or Door-to-Door Solicitor License from the Department of Licenses and Inspections before canvassing under Phila. Code 9-203 and 9-205.
Philadelphia Code 9-205 requires any person soliciting sales, orders, or contributions door-to-door to obtain a Canvasser/Solicitor License from L&I, with background check, photo ID issuance, and $330 annual fee (varies). Religious and political canvassing are exempt under First Amendment protections per Watchtower v. Village of Stratton (2002). Solicitors must display the city-issued ID badge, may only operate 9 AM to 8 PM, and must immediately leave any property posted with a No Solicitation sign. Commercial sidewalk vending requires a separate Sidewalk Vendor License under Phila. Code 9-203, with designated vending districts and prohibited corridors throughout Center City. Nonprofit and charitable solicitations require registration with the PA Department of State Bureau of Charitable Organizations (10 P.S. 162.1).
Unlicensed canvassing: $300 under Phila. Code 9-205. No Solicitation sign violation: $150 first, $300 repeat. Unlicensed sidewalk vending: $500 plus merchandise confiscation under 9-203.
