The Jacksonville City Council unanimously approved expanded sidewalk dining regulations in November 2025, allowing restaurants and bars across all of downtown Jacksonville to serve food and alcohol outdoors on public sidewalks. Previously, sidewalk dining was limited to specific designated areas in San Marco, Riverside, and Avondale business districts. Businesses seeking sidewalk dining must apply for a permit through the city's Planning and Development Department. Requirements include: maintaining a minimum accessible pedestrian path on the sidewalk (at least 4 feet clear for ADA compliance); obtaining property owner consent if different from the restaurant operator; proof of general liability insurance; compliance with the Florida Building Code for outdoor structures; and a site plan showing table layout and pedestrian clearance. Alcohol service outdoors requires a valid Florida Division of Alcoholic Beverages and Tobacco license with an outdoor premises designation. Furniture must be of durable construction and maintained in good condition. The sidewalk cafe area may not obstruct fire hydrants, utility access, transit stops, or ADA ramps. Hours of operation for outdoor dining follow the establishment's regular operating hours unless restricted by permit conditions.
