Loudoun County, VA Street Vending: Vending Zones (2026)

Unlike dense urban areas, Loudoun County does not have formally designated street vending zones or sidewalk vending districts. The suburban and semi-rural character of the county means most vendor activity occurs at organized events (farmers markets, festivals, community gatherings) rather than on public sidewalks or street corners. The zoning ordinance controls where commercial activity may take place — vending is generally permitted only in commercially or mixed-use zoned areas or at permitted special events. Ashburn's major commercial centers like One Loudoun, Ashburn Village, and the Broadlands Marketplace serve as de facto vending hubs where temporary vendor setups may occur with property owner permission. Farmers markets in Loudoun County (including the popular Ashburn Farmers Market) operate under special event or temporary use permits. The county's seven incorporated towns may have their own regulations for vending in their town centers. VDOT right-of-way restrictions prevent vending on state road shoulders and medians without specific authorization.
