Phoenix restricts street vending locations under City Code Chapter 31. Vendors cannot park at one location for more than one hour in an 8-hour period and must not obstruct pedestrian traffic, fire hydrants, or building entrances.
Under Phoenix City Code, no street vendor may park a vehicle or set up a stand on any public street or alley for more than one hour at one location during any 8-hour period. Vendors must not obstruct pedestrian or vehicular traffic, fire hydrants, building entrances, crosswalks, or transit stops. Mobile food vendors on private property under Section 10-166 are licensed to a specific location and must have the property owner's written permission. Vending is restricted in certain downtown zones during large public events. Near light rail stations, vendors must maintain clearance from station platforms and pedestrian queuing areas. The City Clerk's Office can designate restricted vending zones. Mobile food vendors cannot block public sidewalks per ARS 9-485.01. Ice cream trucks have additional operational rules including speed limits and signage requirements in residential neighborhoods.
Location violations carry fines per the city's penalty schedule. Vehicles may be towed from prohibited locations. Repeat violations can result in license revocation.
