Street vendor permits in Phoenix, AZ β sometimes called sidewalk vendor licenses, mobile vendor permits, or peddler permits β are the licenses required to sell goods or food on public property.
Phoenix requires a street vending license under City Code Section 31-23 for any vendor selling from public streets. Mobile food vendors on private property need a separate license under Section 10-166. Operating without a license is prohibited.
Phoenix City Code Section 31-23 requires a license for all street vending, defined as selling merchandise or food from the curblines of a public street. Two categories of street vending licenses exist: Street Vending Food (food products and toys sold between curblines) and Street Vending Non-Food. Licenses are issued by the City Clerk's Office. Mobile vending on private property is regulated separately under Section 10-166 and requires a mobile vending license plus written permission from the property owner. Mobile food vendors may not operate between 2:00 AM and 6:00 AM. Vendors within 300 feet of a school cannot operate between 6:00 AM and 5:00 PM on school days. Arizona state law (ARS 9-485.01) sets statewide standards for mobile food vendors and preempts some local regulations, ensuring mobile food units can operate with county health permits. Food vendors need a Maricopa County Environmental Services food handler permit.
Operating without a license: misdemeanor with fines. Health code violations can result in immediate closure. Violation of school zone restrictions: additional penalties. License may be revoked for repeated violations.
