Summit is an unincorporated community (population 4,724) in Pima County, Arizona. Because Summit is not an incorporated city, it does not have its own municipal code. Instead, Pima County ordinances apply directly to properties here. The vending zones rules below are the ones that govern your area.
Pima County does not designate formal vending zones in unincorporated areas. Vending locations are governed by zoning classification under the Pima County Zoning Code. Commercial and mixed-use zones generally permit vending. Residential zones restrict commercial sales to cottage food and home occupation permits.
Unlike the City of Tucson, unincorporated Pima County does not establish designated vending districts or street vending corridors. Vendors must comply with the underlying zoning classification of their proposed location. Commercial zones (CB-1, CB-2, CI) generally allow retail sales including mobile vendors with appropriate health permits. Residential zones (CR-1 through CR-5) restrict commercial activity to approved home occupations under Pima County Zoning Code Chapter 18.13. Temporary commercial events on private property may be permitted under Chapter 18.77 temporary use provisions. County parks and regional facilities have separate permitting through Pima County Natural Resources, Parks and Recreation. The Pima County Fairgrounds operates its own vendor permitting for events. Roadside vending along state highways (such as SR-86 toward the Tohono O'odham Nation) falls under ADOT jurisdiction for right-of-way issues.
