ISPSC 2021 Section 305.5, adopted by 34 Pa. Code Section 403.21, lets an onground pool wall act as the barrier when the wall sits on grade, rises at least 48 inches around the whole perimeter, and the manufacturer allows it. The ladder must be secured, locked, or removable so no 4-inch sphere passes. Because the pool holds water over 24 inches, Section 403.62 requires a township building permit. In many Pocono POA communities the covenants ban above-ground pools regardless of code, so check the association first.
Leaving the access ladder up and unsecured is a cited barrier defect. A wall under 48 inches without an added fence fails inspection and the pool cannot be filled.
