An above-ground pool needs the same barrier protection as an in-ground pool. If the pool wall itself serves as the barrier, the ladder or steps must be secured, locked, or removable so children cannot climb in when the pool is unattended.
Under ORSC Appendix G, an above-ground pool holding water over 24 inches deep must have a compliant barrier. Where the pool structure is used as the barrier, any means of access, such as a ladder or steps, must be capable of being secured, locked, or removed. If the ladder or steps are left in place, they must be surrounded by a barrier meeting the full 48-inch height and opening standards. This lets homeowners either lock up the ladder each time or build a compliant enclosure around the access point.
Leaving an unsecured ladder or steps on an above-ground pool that relies on its wall as the barrier is a code violation and can block inspection approval.
