The Revised Ordinances of Honolulu do not separate above-ground from in-ground pools. Both are governed by the residential pool article and the state residential code. Once an above-ground pool exceeds the statutory depth (generally 24 inches of water) it triggers fencing, barrier, and permit rules. Removable ladders alone are not a compliant barrier for larger above-ground pools in most configurations. In Ewa Gentry's tight zero-lot-line subdivisions, above-ground pools must also respect setback lines, easements, and not obstruct drainage swales that carry runoff across the former plantation flatlands.
Non-compliant above-ground installations face the same citation exposure as in-ground pools, including abatement orders.
