Pearl City above-ground pools are treated the same as in-ground pools under Chapter 16 Article 6, with barrier rules applying once statutory depth is reached and removable ladders required.
The ROH does not separate above-ground from in-ground pools. Both fall under Chapter 16 Article 6 and the Hawaii State Residential Code adopted through Section 16-1.2. Once water depth exceeds the statutory threshold, Section 16-6.2 barrier rules apply. In Pearl City's compact lots, the pool wall itself may serve as part of the barrier if non-climbable, and any ladder or step must be removable or locked when the pool is unattended. A Chapter 18 permit is generally required once the installation includes permanent footings, bonded electrical, or plumbed circulation. Temporary, shallow inflatable pools below the threshold fall outside the ordinance.
Installing a deep above-ground pool without a permit or leaving a ladder accessible creates a Section 16-6.2 and Chapter 18 violation subject to fines and corrective action.
