Above-ground pools that hold water over 24 inches deep need a building permit and the same barrier as in-ground pools under the IRC adopted in Clark County Code 14.01.010. The pool wall can count as the barrier only if it is at least 48 inches high and access ladders are
Clark County treats above-ground pools under the same adopted International Residential Code as in-ground pools. Any outdoor pool with water more than 24 inches deep must be surrounded by a barrier at least 48 inches above grade with a self-closing, self-latching gate. Where an above-ground pool's own wall is at least 48 inches high, it may serve as the barrier, but any ladder or steps must be removable, lockable, or otherwise secured against child access when the pool is not in use. A building permit and electrical permit for the pump are still required.
Uninspected or unbarriered above-ground pools can draw code-enforcement notices and correction orders under Clark County Code Title 14.
