The pool structure itself may act as the barrier where the top of the wall is at least 48 inches above grade for the entire perimeter. If the pool wall does not meet this height, or if a deck or ladder provides access, a separate compliant barrier is required. Removable ladders and steps must be capable of being secured, locked, or removed. In Yellowstone County these rules apply through the building code in incorporated cities and in unincorporated zoning districts; rural land without an adopted code may have no enforced local rule, but the ISPSC is the safety standard.
