Above-ground pools are treated the same as other pools under the adopted building code. The pool wall itself can serve as the barrier, but ladders or steps must be lockable or removable so a 4-inch sphere cannot pass any opening.
SC-adopted IBC Section 3109 covers above-ground and on-ground pools that hold water over 24 inches deep. Where the above-ground pool structure is used as the barrier, or the barrier is mounted on top of it, and access is by a ladder or steps, the ladder or steps must be secured, locked, or removable to prevent access. When secured or removed, any resulting opening must not allow a 4-inch-diameter sphere to pass. If the pool wall is under 48 inches, an additional compliant barrier is required.
An above-ground pool without a securable ladder or a compliant barrier fails inspection and must be corrected before use.
