Above-ground pools 18 inches or deeper need a Las Vegas Building & Safety permit and a barrier under the Southern Nevada 2018 ISPSC. Prefab R-3 pools under 24 inches deep and 5,000 gallons are permit-exempt but must still be enclosed.
Las Vegas adopts the 2018 ISPSC with Southern Nevada Amendments. A pool/spa permit is required for any artificial body of water 18 inches or more deep. Prefabricated above-ground pools accessory to a Group R-3 dwelling are permit-exempt when under 24 inches deep, no more than 5,000 gallons, and entirely above ground. Exemption does not waive the barrier rule. Section 305.8 lets an onground pool wall serve as the barrier if it is at least 48 inches above adjacent grade for the entire perimeter, complies with Section 305.7, and any ladder or steps are removable, lockable, or surrounded by a Section 305 barrier. Ladder openings cannot allow a 4-inch sphere to pass.
Installing a pool 18 inches or deeper without a permit, or running an above-ground pool without a 48-inch wall or perimeter barrier, can trigger code enforcement and after-the-fact permit fees. Failing to remove or lock ladders is a separate violation.
