Prince William County applies its ISPSC-based barrier and permit rules to above-ground pools, spas, and hot tubs installed on one- and two-family lots. Above-ground pool walls can serve as part of the barrier, but where the barrier is mounted on top of the pool structure, the maximum vertical clearance between the top of the structure and the bottom of the barrier is 4 inches. Any ladder or steps must be removable, lockable, or otherwise secured against unauthorized entry.
Installing a permit-triggering above-ground pool without a permit, or leaving the wall accessible without a compliant barrier, is a USBC violation subject to stop-work orders and penalties.
