Minneapolis treats above-ground pools under the Minnesota State Building Code Appendix G. If the pool wall itself is 48 inches or more in height on all sides and the ladder is removable and locked when not in use, the pool wall can serve as the required barrier. If any portion of the wall is below 48 inches (common with decks attached to above-ground pools), a separate barrier must enclose the lower section or the attached deck. Setbacks of 6 feet from side and rear property lines and 10 feet from the principal dwelling apply. Building permits are required for any above-ground pool with water depth over 24 inches, including soft-sided framed pools if used seasonally with a permanent pad. Pop-up and inflatable pools emptied at the end of each use are exempt. Pool pumps for above-ground pools must be on GFCI circuits per NEC 680.
