Minneapolis follows Minnesota State Building Code requirements for pool barriers. All pools with water depth greater than 24 inches must be enclosed by a barrier at least 48 inches high with self-closing, self-latching gates and no openings larger than 4 inches.
Under the Minnesota State Building Code adopted by Minneapolis (MR Chapter 1309 Residential Code Appendix G), any residential pool, spa, or hot tub capable of holding water over 24 inches deep must be surrounded by a barrier a minimum of 48 inches high measured from the outside. Horizontal members must be at least 45 inches apart or on the inside of the fence to prevent climbing. Chain link openings must not exceed 1.75 inches unless slatted. Gates must open outward away from the pool, be self-closing and self-latching, with the latch a minimum of 54 inches above the ground on the outside. Where the house forms part of the barrier, all doors leading to the pool area must have alarms or the pool must have a power safety cover meeting ASTM F1346. Hot tubs with locking hard covers meeting ASTM F1346 are exempt from the fencing rule. The barrier must be in place and inspected before water is added beyond 24 inches depth.
