Bulletin 010 states that where an above-ground pool structure is used as an approved 60-inch barrier, or where the barrier is mounted on top of the pool structure and access is by ladder or steps, the ladder or steps must be capable of being locked or removed to prevent access. If the ladder or steps cannot be removed, they must be surrounded by a perimeter barrier. The pool remains subject to A.R.S. 36-1681's five-foot enclosure standard, so a low-walled above-ground pool needs a compliant surrounding fence.
