An above-ground residential pool in unincorporated Peoria County needs a building permit and a site plan, and Section 20-7.15 of the Unified Development Ordinance requires the barrier to be in place before the permit is issued. Where the pool wall reaches the 48-inch barrier height, the wall itself can form part of the enclosure, but any ladder or steps must be removable, lockable, or shielded by a self-latching gate so children cannot climb up. Electrical connections for pumps and heaters need GFCI protection and cannot discharge water onto a neighbor's land. Portable and inflatable pools under 24 inches deep are exempt. In the City of Peoria the same pool is permitted under the city building code.
An above-ground pool set up without a permit, or with a fixed ladder and no gate, is a code violation subject to retroactive permitting, correction, or removal, plus penalty fees.
