That load-rated cover stands in for a fence, which is why most Somerset County hot tubs sit on a deck without an enclosure. The tub still needs construction and electrical permits, because N.J.A.C. 5:23-2.18C bars its use until a bonding and grounding certificate is filed.
Running a hot tub with no ASTM F1346 cover and no barrier is a violation, since the spa then falls under the 48-inch barrier rules. Unbonded spa wiring fails inspection.
