Hot tub and spa installations in unincorporated El Paso County are permitted through the Pikes Peak Regional Building Department (PPRBD). An electrical permit is always required for the 240V/30-60A dedicated circuit typically feeding residential spas; GFCI protection per 2020 NEC Article 680 is mandatory. A building permit is required if the installation is an in-ground spa, involves a new deck or structure, or modifies existing walls. Barrier requirements under 2021 ISPSC Chapter 3 apply to all spas with water depth over 24 inches, with 48-inch minimum barrier; however, a listed safety cover meeting ASTM F1346-91 (locking, capable of supporting at least 400 pounds) may substitute for physical barriers under ISPSC 305.5 for spas.
