Residential pool safety in Prince George's County follows the International Residential Code pool appendix, enforced by DPIE. Beyond the 48-inch barrier, house doors with direct pool access need alarms or self-closing hardware, and pools need anti-entrapment drains. Public and HOA pools also need a Health Department permit.
The County enforces IRC Section AG105 (adopted through the Maryland Building Performance Standards and County Code Subtitle 4) for residential pools. Besides the perimeter barrier, where a dwelling wall forms part of the enclosure, doors with direct pool access must have an alarm or self-closing, self-latching device, and pump-equipped pools must use anti-entrapment suction outlet covers meeting the federal Virginia Graeme Baker Act. DPIE verifies this at the final inspection. Separately, any public or semi-public pool - HOA, apartment, club or resort - must obtain an annual public swimming pool permit from the Prince George's County Health Department, which inspects water quality, lifesaving equipment, signage and fencing.
A residential pool failing the IRC barrier and door-alarm rules fails the DPIE final inspection and cannot be filled. Operating a public pool without the Health Department permit can bring closure orders and fines under Maryland health rules.
