CA Swimming Pool Safety Act (H&S Code 115920-115929) applies in LA. All new residential pools require at least 2 drowning prevention features. Drain covers must comply with the federal Virginia Graeme Baker Act. Pool equipment must meet Title 24 energy standards. Public pools have additional requirements including 5-foot barriers and regular health inspections.
LAMC Section 91.3109 requires pool access gates to be self-closing, self-latching, and capable of accommodating a locking device. As alternatives to full barrier fencing, the code accepts: safety pool covers meeting ASTM F1346-23 standards (manually or power operated), or exit alarms on all doors and windows providing direct pool access that produce audible continuous alarm sounds or repeating verbal warnings. Public pools must comply with the federal Virginia Graeme Baker Pool and Spa Safety Act requiring compliant drain covers meeting ANSI/APSP-16 standards, with single-drain pools requiring a Safety Vacuum Release System. All suction outlets require 3rd-party certified drain covers that have not exceeded their service life.
LADBS and the LA County Department of Public Health enforce pool safety requirements. Non-compliant pools face orders to install required safety devices. Public pool violations may result in closure until compliance is achieved.
