LAMC 91.3109 and 91.6109 require residential pool barriers at least 60 inches high with self-closing, self-latching gates. Openings may not allow passage of a 4-inch sphere. At least 2 of 7 drowning prevention safety features required for new pools including mesh fencing, safety covers, or exit alarms. The barrier must be non-climbable with no horizontal members less than 45 inches apart on the outside.
LAMC Section 91.3109 requires residential pools on lots with one to three dwellings to be enclosed with a barrier at least 60 inches above grade. The maximum gap between grade and barrier bottom is 2 inches, and openings must not permit passage of a 4-inch sphere. Gates must be self-closing, self-latching, and lockable. Section 91.6109 applies to existing pools 18 inches or deeper, requiring fencing at least 4.5 feet high with self-latching gates. Fencing must be permanent; moveable fencing is prohibited. Alternatives include removable mesh meeting ASTM F2286, safety covers meeting ASTM F1346, or exit alarms on doors providing direct pool access.
LADBS enforces pool barrier requirements. Non-compliant barriers must be corrected. Unpermitted modifications to pool fencing can result in stop-work orders and fines.
