The California Swimming Pool Safety Act (Health & Safety Code 115920-115929) requires residential pools to have a barrier plus at least one additional safety feature: pool alarm, safety cover, door/window alarms, or self-closing doors. Drain covers must meet the Virginia Graeme Baker Act. Electrical systems must follow NEC Article 680 with GFCI protection. Building permits and inspections are required for all pool construction.
Safety violations may result in pool closure orders. Building permits for new pools are not finaled until all safety features pass inspection.
