Long Beach pools must comply with the CA Swimming Pool Safety Act (HSC Β§115920-115929). At least two safety features required: barrier/fence, pool cover, alarms, or self-closing doors. Virginia Graeme Baker Act drain cover compliance is mandatory.
Under LBMC Title 18 and the California Swimming Pool Safety Act (HSC 115922), all private swimming pools and spas must meet comprehensive safety requirements. Permanent enclosures with self-closing, self-latching gates are mandatory. Solid barriers must not have climbable protrusions. Pool equipment and drainage must comply with the California Plumbing Code. Dechlorinated pool water may be discharged into the storm drain system per LBMC 8.96.050 but pool chemicals must be handled safely. At short-term rental properties, outdoor pool, spa, and hot tub use is prohibited between 10:00 PM and 7:00 AM per LBMC 5.77. Building plans for new pools must include fully dimensioned plot plans showing all setbacks. Pool equipment placement must comply with noise ordinance requirements (LBMC 8.80) to avoid creating disturbances to neighbors. Pool drain covers must comply with the Virginia Graeme Baker Pool and Spa Safety Act for anti-entrapment protection.
Pool safety violations are enforced through building inspections and code enforcement. Non-compliant pools may be shut down until deficiencies are corrected. Serious safety violations may carry misdemeanor penalties under the California Building Standards Code.
