Swimming pool safety in Oklahoma City is regulated through several layers. For private residential pools that hold more than 24 inches of water, Chapter 13 of the Oklahoma City Municipal Code adopts the 2018 International Residential Code with State of Oklahoma and Oklahoma City amendments, authorized under Title 11 of the Oklahoma Statutes. The IRC's Appendix G (Swimming Pools, Spas, and Hot Tubs) is part of the city's adoption and sets the residential barrier standard: a barrier at least 48 inches above grade on the side facing away from the pool, openings small enough that a 4-inch sphere cannot pass, no climbable horizontal members between 45 inches and the top of the barrier, gates that are self-closing and self-latching with the latch at least 54 inches above grade, and gates that swing outward away from the pool. Above-ground pool walls may serve as part of the barrier when the wall itself is at least 48 inches high and access ladders are removable, lockable, or surrounded by a 48-inch barrier. Building, electrical, and plumbing permits are required from Development Services for pool construction. For public, semi-public, and multifamily apartment/HOA pools, Chapter 51 (Swimming Pools) of the Oklahoma City Municipal Code requires an annual operating license issued through the Oklahoma City-County Health Department (occhd.org) at $50 per license year (expires June 30), and operations must comply with Oklahoma State Department of Health rules at OAC 310:315 (Public Bathing Places), which set water quality, lifeguarding, signage, recirculation, and barrier standards in addition to the IRC. New pools at single-family homes are not regulated under OAC 310:315, but apartment, condominium, HOA, hotel, and similar pools are. Drowning prevention features such as anti-entrapment drain covers required by the federal Virginia Graeme Baker Pool and Spa Safety Act apply to public pools and are enforced through the Health Department.
Constructing or operating a residential pool without required Chapter 13 permits or without a code-compliant Appendix G barrier and gate hardware violates the Oklahoma City Building Code and is subject to citations, stop-work orders, and orders to bring the barrier into compliance, enforceable by Development Services. Operating an apartment, HOA, or other public/semi-public pool without the required Chapter 51 license or in violation of OAC 310:315 is enforceable by the Oklahoma City-County Health Department, including license suspension and pool closure.
