Where a dwelling wall serves as part of the pool barrier, doors with direct pool access must have a UL 2017 audible alarm. Suction outlets must meet ANSI/APSP-7 anti-entrapment standards, all pool metal must be bonded, and receptacles within 20 feet must be GFCI-protected.
Springfield's pool installation requirements include several safety mandates beyond the perimeter barrier. Where a wall of a dwelling serves as part of the barrier, doors with direct access to the pool must be equipped with an audible alarm listed and labeled in accordance with UL 2017, with the deactivation switch located 54 inches or more above the threshold. To aid in entrapment avoidance, suction outlets must be designed and installed in accordance with ANSI/APSP-7. The swimming pool cannot be filled with water until the fence, gates, and door alarms have been installed. Electrically, permanently installed pools must have all metal parts bonded together (minimum #8 solid copper conductor), with inspection required before backfill; receptacles must be at least 6 feet from the inside pool walls, pump receptacles between 6 and 10 feet must be single GFCI-protected receptacles per National Electrical Code Section 680.22(A)(1), and all receptacles within 20 feet of the pool must be GFCI-protected. These city rules supplement Illinois state law; public swimming facilities are separately governed by the Illinois Swimming Pool and Bathing Beach Act and IDPH's Swimming Pool and Bathing Beach Code (77 Ill. Adm. Code 820).
Filling a pool before alarms, fencing, and gates are installed, or failing the required bonding and electrical inspections, are code violations that can halt the project. The City requires a bonding inspection before backfill and a final electrical inspection when the pool is complete.
