Oregon adopted Tobacco 21 in 2017 through SB 754, codified across ORS Chapter 431A. The law bars sale, gift, or distribution of cigarettes, cigars, smokeless tobacco, e-cigarettes, vapor products, and tobacco accessories to persons under 21. Retailers must verify identification for any buyer who appears under 30 and post conspicuous age-restriction signage. Active military members aged 18 to 20 are not exempt from the statewide rule. Local enforcement and licensing reside with the Oregon Health Authority and county health departments, and minor decoy compliance checks are routinely conducted.
