Sales to anyone under 21 are misdemeanor offenses, and clerks who knowingly sell can face fines and license consequences. The Michigan Department of Health and Human Services and the FDA conduct compliance checks. Local health departments, including WCPHS, can support enforcement and provide retailer training. Vending machine sales remain restricted.
