Illinois has no statewide flavored tobacco ban. Cook County Code Ch. 74 imposes tax but no flavor restriction. Several Cook County home-rule suburbs have passed local flavor restrictions: Evanston banned flavored e-cigarette sales (2020), Oak Park restricted flavored vape near schools, and Buffalo Grove prohibits menthol and flavored sales at most retailers. Non-home-rule suburbs are limited to enforcing state and county rules.
No countywide penalty applies. Suburb-specific bans typically impose retailer fines $250 to $1,000 per violation plus license suspension after repeat offenses.
