Local Law 145 of 2009 made NYC the first US jurisdiction to ban flavored tobacco product sales beyond menthol cigarettes, codified at Administrative Code section 17-715. Local Law 197 of 2019 expanded the rule to cover all flavored e-cigarettes, fruit, mint, menthol, candy, dessert, and herbal flavors, and applied to any retailer except specially permitted hookah bars established before 2017 and adult-only tobacco bars under section 17-715(c).
